This data set consists of the polygonal boundaries for the Census Incorporated and Designated Places for the 2000 Census of Arizona. INCORPORATED PLACE Incorporated places recognized in decennial census data products are those reported to the U.S. Census Bureau as legally in existance on January 1, 2000 according to the laws of the state of Arizona. Each incorporated place is assigned a five-digit Federal Information Processing Standards (FIPS) code, based on the alphabetical order of the incorporated name within each state. If incorporated names are duplicated within the state and they represent distinctly different areas, a seperate code is assigned to each incorporated name alphabetically by primary county in which each place is located. CENSUS DESIGNATED PLACE Census designated places (CDPs) are delineated for each decennial census as the statistical counterparts of incorporated places. CDPs are delineated to provide data for settled concentrations of population that are identifiable by name but are not legally incorporated under the laws of the state in which they are located. The boundaries usually are defined in cooperation with local or tribal officials. These boundaries, which usually coincide with visible features or the boundary of an adjacent incorporated place or other legal entity boundary, have no legal status, nor do these places have officials elected to serve traditional municipal functions. CDP boundaries may change from one decennial census to the next with changes in the settlement pattern; a CDP with the same name as in an earlier census does not necessarily have the same boundary. Each CDP is assigned a five-digit Federal Information Processing Standards (FIPS) code, based on the alphabetical order of the CDP name within each state. If CDP names are duplicated within a state and they represent distinctly different areas, a separate code is assigned to each CDP name alphabetically by primary county in which each place is located. There are no population size requirements for the CDPs designated in conjunction with Census 2000. For the 1990 census and earlier censuses, the U.S. Census Bureau required CDPs to have atleast a population size of 1000.

This source was used to create intermediate ARC/INFO format data sets from which the data set was then created.
The following ARC/INFO 8.1 commands were run to process the data downloaded from www.esri.com/data/download/census2000_tigerline/index.html Ran SHAPEARC on the Census 2000 TIGER/Line shape files to create ARC/INFO coverages. Ran PROJECT to change the source projection from Projection Geographic, units decimal degrees, Datum NAD83 to Projection UTM, zone 12, units meters, Datum NAD27. Ran BUILD to update topology. Ran JOINITEM to join the demographic attributes to the PAT. Ran INDEX to increase selection speed.
Modifications were made to the metadata to correct misclassification of dataset. While the dataset shows both Incorporated and Census Designated Places, the original metadata only described the Census Designated Places. The modified metadata describes both Incorporated Places and Census Designated Places.
